We are planning for the future
The NSW Government forecasts population and housing growth targets across all parts of the state.
Local Councils are tasked with preparing plans to accommodate future population and housing growth. During the period 2016 - 2021 Ku-ring-gai is required to accommodate an additional 4,000 dwellings. The number of additional dwellings required in the period 2022 - 2036 is still to be confirmed by the state government.
Ku-ring-gai - who we are today
- Seven local centres providing mixed food, retail and professional services
- A business park accommodating commercial and service activities
- A large education sector focussed on early learning, primary and high schools
- A large medical and health care sector including two hospitals
- A highly educated workforce mostly in professional, scientific and technical service industries
- A thriving small and medium size business sector.
As more people move into the area, we need to manage growth in a sustained way. There are opportunities in growth – expanding our small business and healthcare sectors is one – we also need to keep our values and unique environment in Ku-ring-gai.
Our strategic regional role
Over the coming years, Council will respond to new plans for Greater Sydney and the Northern Sydney region.
In 2015, the NSW state government established a new planning body – the Greater Sydney Commission (GSC). The GSC requires local Councils to integrate planning with state government priorities and deliver local community visions and strategic objectives through long, medium and short-term plans known as the Integrated Planning and Reporting Framework.

State and Council plans
Lindfield Village Hub planning is based on state and local planning guidelines:
- Greater Sydney plans – the Greater Sydney Commission’s (GSC) 40 year vision and 20 year plan for Greater Sydney
- Metropolitan Strategy for Sydney – The NSW government’s Metropolitan Growth Plan for Greater Sydney
- District Plan - the GSC North District 20 year plan for Northern Beaches, Ku-ring-gai, Lane Cove, Hunter’s Hill, Ryde, Willoughby, Mosman and North Sydney
- Council 10+ year local plans –Council’s adopted policies for parking, apartment design, local centres, local environment plans and development guidelines.
State government plans for the North District
The Greater Sydney Commission has 5 District Plans that provide guidelines for A Metropolis of Three Cities. These Plans guide district planning and local Council planning for local environment plans, community strategic plans and assessment of planning proposals. Ku-ring-gai is one of the local government areas that makes up the North District Plan.

A 30 minute city
‘This will facilitate the co-location of infrastructure in metropolitan and strategic centres and more direct and convenient public transport links to these places, so that people can access services and jobs’.
An ageing population
‘By 2036, the number of residents over 85 is expected to grow by 85 per cent and the number of single-person households is expected to rise by 39 per cent’.
‘Together with overall population growth of around 196,000 (2016–2036), demographic changes mean that an additional 92,000 homes will be required in the District by 2036’.
‘Providing services and social infrastructure to meet people’s changing needs;
Fostering healthy, creative, culturally rich and socially connected communities;
Providing housing supply, choice and affordability, with access to jobs, services and public transport;
Creating and renewing great places and local centres, and respecting the District’s heritage’.

It is Council’s job to plan for growth in a coordinated way and as directed by the Greater Sydney Commission and its District Plans. This is why we are planning 6 new town centres to meet future growth of jobs, housing, local industry, schools, community facilities and open spaces.
This growth will place pressure on our ageing community infrastructure, housing supply, civic spaces and town centres. Responding to these changes require us to plan for the future now.
Lindfield Village Hub planning
Our plan is to repurpose 1.34 hectares of Council-owned land – the car park at Woodford Lane – as the site for the new Lindfield Village Hub. Before the site land use can be changed, Council is progressing through the five stage planning process; planning proposal, gateway review, community consultation, assessment, changes or amendments to the Local Environment Plan. This is a statutory process which allows for a period of community consultation via a public display – usually around 12 weeks.
Each stage has checks and balances. For example, the Major Projects Advisory Committee, will review each stage of the project development. Also, Council’s planning division and independent local planning panels along with state government agencies will assess the merits of the Planning Proposal. A final decision on the Planning Proposal may take between 12-18 months.
During 2019, we have worked with the community on the potential uses of the community facilities and to respond to your questions.
1. Council will own and operate the new community facilities, local park and car park at the Lindfield Village Hub
2. Council will work with state government agencies to manage traffic and local road access and coordinate with transport centres
3. The commuter car park will be funded and owned by state government agencies
4. The residential component of the project will be transferred to the development partner for private ownership to fund the civic assets
5. Council will establish long term ground leases for the retail component so retail assets remain in public ownership while privately leased, maintained and operated.
