Draft Ku-ring-gai Housing Strategy
The NSW Government requires all Councils to prepare a local housing strategy to deliver additional housing to accommodate the expected growth of Greater Sydney over the next 20 years.
By 2036, the government's projected population increase for Ku-ring-gai is over 25,000 people. The profile of our local residents is also expected to change, with an increasingly ageing population, smaller family groups, proportionally fewer young adults and more single people.
Under the direction of the Greater Sydney Commission and the NSW Department of Planning, the draft Housing Strategy was developed by the Council during 2019-2020 with an extended period of community consultation. The intent of the strategy was to consider how Ku-ring-gai would provide additional housing and housing choice to the year 2036.
Public exhibition
The public exhibition for the draft Ku-ring-gai Housing Strategy closed on 8 May 2020.
Council decision
A report on the draft Strategy including public feedback was presented to the July 2020 Council meeting. Read the report and read minutes of the October Council meeting.
Council voted to defer the Housing Strategy for two months to seek advice from the NSW Premier and the NSW Department of Planning Industry & Environment on proposed housing targets for Ku-ring-gai, and also to further consider community feedback.

At the 22 September 2020 meeting, the Council initially voted to adopt the recommendations of a Mayoral Minute concerning Ku-ring-gai’s draft housing strategy. At the conclusion of the meeting, a rescission motion was lodged by five Councillors which meant this decision could be overturned.
The Council next considered the matter at its October meeting on Tuesday 22 October 2020. The Council voted at this meeting not to proceed with increased heights or new zonings, and adopt a housing strategy that would provide new housing to the year 2036 from existing capacity within Ku-ring-gai’s currently planning controls.
Ku-ring-gai Housing Strategy submitted to Department of Planning, Industry and Environment
The Draft Ku-ring-gai Housing Strategy was amended in accordance with the Council resolution of 22 September 2020 and was submitted to the Department of Planning, Industry and Environment on Monday 14 December 2020 for review and approval.

The Department of Planning, Industry and Environment approved the Ku-ring-gai Housing Strategy on 16 July 2021. The approval is subject to a number of requirements. The approval and details of the requirements are available on the Department's Local Housing Strategies Tracker.
Council Resolution November 2021
A report on the requirements of the letter of approval for Ku-ring-gai’s Housing Strategy was considered at the November 16 2021 Council meeting.
The Council resolved to reject the conditions in the Letter of Approval issued by the Department of Planning, Industry and Environment.
