Rates notices are sent quarterly to all property and business owners in Ku-ring-gai.

Fire and Emergency Services Levy

From 1 July the NSW Government will abolish the Emergency Services Levy (ESL) paid on insurance policies and replace it with a Fire and Emergency Services Levy (FESL), paid alongside council rates. The current insurance-based levy is used to fund Fire and Rescue NSW, NSW Rural Fire Service and the NSW State Emergency Service. State and local governments also contribute directly to these vital services.

Council is required under the new legislation to pass on the full amount of the FESL paid by ratepayers alongside their rates to the Office of State Revenue on a quarterly basis.

NSW is the last of the mainland states to transition from an insurance-based levy to a property-based levy to fund fire and emergency services. Victoria abolished its insurance-based fire services levy and introduced a property levy in July 2013 – a reform prompted by recommendations of the Royal Commission into the 2009 bushfires with the goal of reducing the level of underinsurance.
