Donations and expenditure declarations by councillors


Council is required to keep a public register of all current donations and expenditure declarations lodged by Councillors with the Election Funding Authority of NSW.

Council also maintains a hard copy register which is available for viewing at customer service during business hours.

Disclosure of political donations and gifts

On 1 October 2008, the Environmental Planning and Assessment Act 1979 changed to require the disclosure of donations and gifts, when making planning applications or submissions in respect of planning applications. These changes are designed to increase the transparency of the planning process.

The new legislation will minimise any perception of undue influence in the planning process by:

  • Requiring public disclosure of political donations or gifts at the time development proposals are made
  • Providing the opportunity for appropriate decisions to be made about the persons who will determine or advise on the determination of the development proposal.

A Disclosure Statement is required if you:

  • Make a planning application and you, or a person with a financial interest in the application, have made reportable political donations adding up to or exceeding $1,000 or more, or given gifts of money, property, services or valuables, to a councillor or council employee, in the two years prior to your application
  • Make a submission in respect of a planning application and you or an associate have made reportable political donations adding up to or exceeding $1,000 or more, or given gifts of money, property, services or valuables, to a councillor or council employee, in the two years prior to your submission.

The Disclosure Statement is a public document and as such Council is required to make them publicly available. Those received by Council are listed below:
